1. Automatically send an email distribution to subscribers when there is a new article published in a single specific category.
2. Manually send an email dist. to subscribers containing general, on the fly marketing messages (not necessarily article content).
I think from reading the documentation that #2 is for sure. However, I'm not sure about #1. Can you elaborate on this part of your features list:

I am sorry for the late response. There was a recent relocation, which slowed everything down for a few days.
You are right about point 2.
Point 1 is a feature long discussed with many of my clients, but unfortunately not yet implemented.
Although, I believe it is possible, and would love to implement it for you.

Yea, its really a key element for the automation of certain marketing tasks. I would imagine that a script to check content and send email would need to be written and allowed as an option in the component. Then a cron job to run that script periodically.
However, I need something production ready now, and I'm going to try something else for the time being.
