I've given this quite some thought (hence the very late reply) and I have noted it down for implementation, but I can't really say when or if this will be implemented, since it's currently not a very broad requirement.
Moreover, our newsletter structure focuses on full customization of the text content, so the filtering process does not directly affect newsletter functionalities.
If we were to implement this, we would probably raise a flag within the filtering process that the sending needs to be cancelled.
However, that affects many places, that sending is not involved, like the front-end newsletter view layout.
So until we get some more attention to this and find more use-cases to better understand the requirements, we will probably keep it pending.
